Tracking: Translation Support

This is a tracking PR for translation support. You can find the work done so far at https://github.com/HyacinthBots/LilyBot/tree/translations.

Current TODO:

  • [x] Set up support and make sure it works in a basic sense
  • [ ] Write basic english (US & UK) translations for Lily (Lots of effort)
  • [ ] Determine what locale source to use (Guild or User)
  • [ ] Set up a weblate or crowdin for translation support for discords languages.
  • [ ] TEST IT TEST IT TEST IT
