macOS: opening new window on non-primary screen sets wrong FPS

Steps to reproduce:

  • Have two monitors with different refresh rate
  • Cmd+N 5 times in Example

Expected:

  • Window opened on second screen have screen-appropriate FPS

Actual:

  • FPS is inherited from primary screen
