Add to README that prebuilt binaries are available

Thanks to https://github.com/heartexlabs/labelImg/pull/896, pre-built standalone labelImg binaries are now available, which are really convenient. So thanks for that. However, there currently is no indication in the README that these binaries exist, so I propose we add to the README instructions for downloading them.
