Cannot return to drawing Polygons after panning Image.

Describe the bug If I am drawing a polygon and want to move the image using the Pan Image tool, I am unable to carry on drawing the polygon as the tool is unselectable and remains in Pan Image mode. This only seems to happen when you are already drawing a Polygon.

To Reproduce Steps to reproduce the behavior:

1. Open an image (assuming Label Studio is already set up for segmentation labelling with drawing polygons
2. Press 'P' to select the Polygon Tool, start drawing polygon
3. Press 'H' to select the Pan Image tool, pan around the image.
4. The Polygon Region tool is now unselectable so you cannot continue to draw the polygon.

Expected behavior The polygon tool should be selectable so that you can continue to draw the polygon after panning the image.

Screenshots Can provide if needed, but it should be pretty self explanatory.

• OS: Ubuntu 22.04
• Label Studio Version 1.11.0
