Replace tooltips with v-tooltip directive

Is your feature request related to a problem? Please describe. The current tooltip component from buefy is not good enough for what we needing.

Describe the solution you'd like I tested v-tooltip and can say that it would fit our needs very good as it also has a popover solution which we need for the author popover.

I often use the user story template:

This forcces me to focus on the WHY and WHO, besides the WHAT.

Honestly I don’t know that I would add there beside that the v-tooltip component is the only one I found that is able to contain a vue component inside of it which we would need for the popover when clicking or hovering a user profile image on comments or posts.

And I get your point with the User Story you mentioned but I don’t know how to apply it to that technical issue here.
