Replace Scour (Python) by svgo (Node.js) for SVG compression

Scour is not maintained while svgo is and is surely more efficacious. Didn't managed to include svgo for now due to the node dependency... if someone could take a look to this, it would be really cool 🙏

I'm not entirely sure how to go about adding a dependency or if this would even be useful, but could you use this for the Node.js dependency?

Development of Scour has been taken back by Inkscape under this repository: https://gitlab.com/inkscape/extras/scour/ https://github.com/scour-project/scour/issues/321

So maybe we can keep it :)
