Purpose

Fixes #2835. Similar to #2830, I added utterances.html to modules/wowchemy/layouts/partials/comments. Also, every config.yaml in starters/<starter_name>/config/_default/params.yaml (except markdown-slides) was updated.

Documentation

To enable utterances, the user needs to:

• Set up a GitHub repository for storing comments. Document
• Fill in the parameters in config.yaml with assistance of utterances webpage.
