Handle published incomplete HubDB rows

The app currently breaks if not all "required" columns are complete in the published table. The app should fail more gracefully in this scenario

Steps to repro:

  1. Edit HubDB table and add a new row
  2. publish without completing any columns
  3. See "something went wrong" error in /events
