Cannot Install this package nor installing the dependencies, please help

I try all the possibilities by following the installation tutorial and search everywhere at google, but ends up on this error:

  Could not find package huasofoundries/phppgadmin6 with stability stable in a version installable usin
  g your PHP version, PHP extensions and Composer version.
Problem 1
    - Root composer.json requires PHP extension ext-pgsql * but it is missing from your system. Install or enable PHP's pgsql extension.
Problem 2
    - simpletest/simpletest is locked to version v1.2.0 and an update of this package was not requested.
    - simpletest/simpletest v1.2.0 requires php ^7.1 -> your php version (8.0.22) does not satisfy that requirement.

To enable extensions, verify that they are enabled in your .ini files:

You can also run `php --ini` in a terminal to see which files are used by PHP in CLI mode.
Alternatively, you can run Composer with `--ignore-platform-req=ext-pgsql` to temporarily ignore these required extensions.
Command "normalize" is not defined.
