[Hotkeys] Add "Resize Window" actions

For seated experiences such as Elite Dangerous which do not require the Vive controllers this would be amazing would it be possible to implement this?

This should be easy enough to implement.

I'll see about implementing the quicker Feature Requests over the next few days. I'm rewriting OVRdrop from the ground up, so I don't want to get too deep into new features right now, but especially with the Steam Summer Sale just starting I'd like to get an update out very soon anyways :).
