SI: Promotion Option to Ignore Price Groups

When creating promotions in B2B scenarios, the promotions scheme can become quite complicated and layered. In these scenarios, one could easily add higher discount amounts than intended. This issue suggests that perhaps each individual promotion has a checkbox option to determine if it should ignore/override price groups. This is necessary since price groups may already have applied a discount in the same way a sale could have.
Describe the solution you'd like
Add a check box in each promotion to:
[ ] Ignore/Override Price Groups
When checked, the promotion would not apply the price group discount to the order/line item.
Describe alternatives you've considered
This could potentially be a higher-level setting applied to the entire store. If this is the case, it would function as a default for each newly created promotion to observe the higher-level setting.
Additional context
When implemented, upgraded stores should begin with this setting unchecked to match today's user experience.
When used, this could have adverse effects for stores that may be raising prices using price groups.
