INSTALL is redundant

README.md has all instructions for how to install. INSTALL is redundant or should direct to README.md

We could remove INSTALL, but it's not causing any issues and I'd like to keep our divergence from Upstream limited to things that actually have impact.

I see your point, but don't think I agree. I didn't realize Zencash is still so close to Zcash. If so, then it would be good to mention in the readme. I could provide pull request if given indication that it is desirable.
