Update flatpak version to latest with current runtimes

Good Day,

Currently the build available on Flatpak is 2.23.0 built in August. It is built using an out of support runtime, hence sets off errors during regular flatpak updates.

It doesn't list who built the available flatpak so I would like to request if the person who built originally could build to the latest version and runtimes.
