missing_formula: message for postgres rename.

PostgreSQL is being renamed to always be a versioned formula so handle when people type brew install postgresql.

Merging now because:

  1. this does nothing if there's a postgresql formula
  2. it seems we have agreement on the approach
  3. this let's us have this tagged before https://github.com/Homebrew/homebrew-core/pull/107726 has landed
