feat: support duplicate device IDs in dracut

An initial implementation for supporting duplicate device ids for dracut.

since we will only have a dracut implementation i would suggest we hide this under an --experimental flag or something until we can implement it in mkinitcpio and initramfs-tools. in theory we should be able to reuse any scripts we add to initramfs to get it working.

will have a closer look at this tomorrow hopefully, worst case monday. The last few days have been hectic to me with the amount of snow that arrived the other day :sweat_smile:
