Add ability to override user settings at a server level

Is your feature request related to a problem? Please describe. For some user settings it would be useful if they could be specified at a server level so that each user does not have to change them manually.

Describe the solution you'd like Add server side settings options so that user settings can be overridden and forced to a certain value.
