  1. Equip backpack
  2. /attribute playername minecraft:generic.scale base set 0.2
  3. Backpack remains normal size

This is partially related to the decision to stick to the lowest API of the version we support to ensure compatibility with that version. We'll either have to reverse that decision or drop versions so the lowest we support would be 1.20.6.
