[Bug] MiniPlaceholders not working in Console format

Bug Description:

What is not working as it should?

Using MiniPlaceholders placeholders in the console format doesn't appear to parse it (Velocity). This still works fine in the regular "default_format" option though.

Steps to reproduce:

1. Install Carbon, LuckPerms-Velocity, and MiniPlaceholders-Velocity (v3.1.0) + Luckperms-Expansion.
2. Add a placeholder like <luckperms_prefix> to the "console" chat format
3. Send a chat message, and see that the raw placeholder string is output instead of the placeholder's content

System Details:

1. Server Type: Velocity
2. Server Software: Velocity 3.4.0-SNAPSHOT (git-a046f700-b557)
3. MC Version: 1.21.10
4. Carbon Version: v3.0.0-beta.36
