[Bug] The /filter command does not work

Bug Description:

What is not working as it should?

The /filter command does not work — it is not registered at all.

Steps to reproduce:

1. Install Carbon 3.0.0-beta.36
2. Start the server
3. Try to execute the /filter command
4. The command is missing and not recognized by the system

System Details:

1. Server Type: Paper
2. Server Software: 1.21.8-135-20579be
3. MC Version: (MC: 1.21.8)
4. Carbon Version: 3.0.0-beta.36

No errors shown in console — the command simply doesn’t exist.

Any other relevant details:

It would be great to have a configuration parameter to set the default filter value for all players.
