[Bug] Reload Command Doesn't Reload Config

Bug Description:

Reload command doesn't reload config

What is not working as it should?

The reload command only reloads the messages and that's it.

Steps to reproduce:

  1. Server Type: Paper
  2. Server Software: Download the new version at: https://papermc.io/downloads/paper Previous version: 1.21.4-227-7675321 (MC: 1.21.4)
  3. MC Version: 1.21.4
  4. Carbon Version: carbonchat-paper 3.0.0-beta.32
