Bug Description:

1. When a player /msg's someone it will show the actual command ran by the player.
2. Radius spy messages weren't added to locale

What is not working as it should?

1. When a player runs /msg or any whisper command it shouldn't show the command being ran but just the sender/recipient/message
2. Radius spy messages aren't added to locale (unless manually added to locale)

Steps to reproduce:

For Whisper Spy Issue:

1. Install Carbon, Vault, and LuckPerms
2. Have 2 players /msg each other while /spy is enabled
3. Will show the command ran by the player (any whisper command)

For Locale Not Loading:

1. Install Carbon, Vault, and LuckPerms
2. Locale will not generate the radius spy message

Running Pufferfish on 1.21.1 using the most up to date carbon dev build
