[Bug] error in start server with russian lang

Error description:

plugin loading error

What's not working right?

does not load the plugin and does not process the chat properly

Playback steps:

just created a new translation and included it restarted the server and got errors as well as commands such as /w /tell /msg do not work (carbon does not process it)

System Information:

velocity latest + paper 1.19 latest carbon dev/2.1 branch

fixed: symbol : must be next to symbol \ but for some reason it's still wrong...

нашел, ошибка была в значении "=ru_RU"
