Enhancement: add resource group template

As an admin I can define a template of a resource group that can be copied to become a resource group.

E.g: define a "physical server" with CPU, Memory, Disk

[ ] new model linked to nothing. but same attributes as existing RG. ResourceGrougTemplate & ResourceGroupAttributeDefinitionTemplate
[ ] button create a template from this RG
[ ] List template (Full CRUD) + attribute CRUD
[ ] Instantiate template

I the v2, attribute are shared to be reused by any new resource group. Si this issue is outdataed.
