"Max number of workers when downloading" option is not clear

Describe the bug

The Maximum Number of Workers when downloading options in not completely clear. We should have a better description of what it actually does. Even for people with technical background it can mean anything since it depends on how that is implemented and it's not user friendly (as it is now, it's more of an advanced feature than a simple setting, since the impact of changing that is not clear).

To start we could add legendary's description of it: "maximum number of worker processes when downloading (fewer workers will be slower, but also use less system resources)"

But it's still not clear:

  • Will that actually limit the bandwidth? or can 1 single worker still use all the available bandwidth?
  • Is there any more control over the bandwidth?

Steps to reproduce

  1. Go to the General Settings
  2. The option has no explanation of what it does

Expected behavior

The description of the element should be clear, users are probably looking for bandwith limitation and it needs to be clear how this relates to that.

I also understand that implementing an actual bandwith limiter is really hard and it's not possible in the near future, so maybe this help can also mention that, that we don't have that feature.
