[Feature request] Add bSubSkill bonus

I was taking a look at plugins sub-forum and found one that added a bonus that reduce specific skill damage by %, then I found out that there is a script bonus in rA that already do the same and there is even official items that use that bonus, so I thought why not having it on hercules? so here is my suggestion, and the two links which I based my request on
