Boost commentary volume

The WT commentary recordings are rather low volume, which is bad since they should be louder than anything else while playing, including music. In order to avoid tampering with your favorite sound settings, it would be a good idea to boost the sound volume of those files. This is possible with the new volume parameter for definesound, available in EDuke32 since Oct. 2023.

Testing reveals a boost factor 2x (510) up to 4x (1020) works fine ingame. Example:

Before: definesound 3001 sound/DevCommentary/E1L01/Commentary_E1L01_0401_416.ogg 0 0 255 16 0

After: definesound 3001 sound/DevCommentary/E1L01/Commentary_E1L01_0401_416.ogg 0 0 255 16 0 765

Personally I'd actually recommend to go with a value of 1020.
