Arduino Error Message: Could not find boards.txt

Following install directions, used git in hardware directory. Received following: Could not find boards.txt in E:\Documents\Arduino\hardware\heltec\InstallGuide. Is it pre-1.5? Could not find boards.txt in E:\Documents\Arduino\hardware\heltec\PinoutDiagram. Is it pre-1.5? Could not find boards.txt in E:\Documents\Arduino\hardware\heltec\SchematicDiagram. Is it pre-1.5? .... etc Running Arduino 1.8.12

had same problem, couldn't install boards for several hours (tried different things, also via board manager and git). all with version 1.8.15. eventually tried to download arduino-ide 2.0 beta7 and there it worked. not well documented though.hope this will help
