Make a new release

The latest release on GitHub (v0.7.1 from Sep 6, 2019) seems to be outdated. Two years have passed. 0.7.1 does not work with latest python (>= 3.8) and have a few issues due it: #2629 #2753 #2472.

Please, make a new release.
