修复在低版本系统上的const兼容问题

mpvue 项目下webpack默认不构建node_modules里的文件，低版本系统（例如ios8，ios9）会报错： Const declarations are not supported in strict mode

@HelloZJW 搭车同求。另外vendor.js大于500kB时，微信开发者工具的es6转es5功能也会不执行，导致兼容性问题。

目前只能暂时手动在webpack.base.conf.js里指定转译mpvue-page-factory来解决 image
