"Show quest forms" submenu is not present in Debug SCEE builds anymore

"Show quest forms" submenu is not present in Debug section of SC "Settings", but not for SCEE.

How to Reproduce

• build debug build of SCEE (yellow SCEE icon), e.g. using GitHub actions
• open Settings
• scroll to the bottom
• notice that there is no "Show quest forms" (nor "Debug" section in which it is placed)

Expected Behavior SCEE would also display "Show quest forms" in Settings, like it used to do before

Does it happen in normal StreetComplete? No. In StreetComplete 61.2+ debug build "Show quest forms" submenu is present in "Settings" normally.
