Quest: How does this toilet dispose waste?
Based on my previous issue in SC. I think this quest fits quite well into SCEE:

Checklist for quest suggestions (see guidelines):

- [x] 🤔 Any answer the user can give must have an equivalent tagging (Quest should not reappear to other users when solved by one)
- [ ] 🐿️ Easily answerable by any pedestrian from the outside but a survey is necessary I don't think this will always be the case in cities. However in these cases the answer is most likely going to be obviously a flush toilet anyway. I would add "fee"="no" as a filter, since we don't want the user to be required to pay to survey.
- [x] 💤 Not an overwhelming percentage of quests have the same answer (No spam) No tag has more than 50% usage.
- [x] 🕓 Applies to a reasonable number of map data (Worth the effort) Would apply to around 430k elements.
Ideas for implementation
Element selection: amenity=toilets with fee=no and toilets:disposal not set. Excluding toilets with fees also helps with spam, since most toilets that require payment are also flush in my experience.
Proposed UI: I suggest a selection screen similar to the road surface screen. I suggest these options:
- "The waste is flushed with water" adds toilets:disposal=flush
- "The waste is collected in a pit" adds toilets:disposal=pitlatrine These two cover over 93% of uses. The further tags suggested in the wiki are rare:
- "The waste is collected in a tank with chemicals": Tags toilets:disposal=chemical. Covers portable toilets.

Adding this quest would also help further quests:
- Opening times are only asked for flush toilets.
- The toilets:handwashing quest.

In effect those should be mostly identical, since we already ask the fee of the toilet this would only result in a difference in one of these cases:
- The user has toilet fee (enabled by default) disabled and this new quest (disabled by default) enabled.
- The user "hides" the fee quest.
- The user manually reorders the priority of these quests to place the handwashing quest above the fee quest.
All of these seem quite unlikely to me
For me either is fine
