Notes Quest are still being displayed even when Notes Quest is disabled

How to Reproduce

• go to the map which has some Notes quests
• disable "Can you contribute anything to this note?" quest in "Quest selection and display order"
• go back to map
• see that Notes quest is still displayed, but can't be clicked on

manual "Download data here" and "Settings / Quests / Create quests dynamically" don't help either.

Expected Behavior

I would expect Notes quests to be hidden, just like any other disabled quest would be.

Does it happen in normal StreetComplete? No, as it is not possible to disable Notes quest there (it's SCEE-only functionality)

Versions affected SCEE 60.3, Android 14.

It used to work normally in some previous versions (but I'm not sure which one exactly)

I checked on testing phone with Android 11 too, it's a regression going from 60.1 to 60.2

I.e. it is broken in SCEE 60.2, but used to work fine before (i.e. Notes quest were hidden when disabled) in SCEE 60.1.
