Add alternative Kazakh keyboard layout with special letters on number row

The current Kazakh keyboard layout uses Russian layout with Kazakh-specific letters (Ә, Ғ, Қ, Ң, Ө, Ұ, Ү, Һ, І) accessible only via long-press popups. This slows down typing significantly because these letters are used very frequently in Kazakh language.

Describe the solution you'd like

Add a [number_row] section to locale_key_texts/kk.txt:

[number_row] ё ә і ң ғ ү ұ қ ө һ

This places Kazakh letters on the number row, with digits accessible via long-press. Ideally, this would be a second layout option (e.g. "Kazakh (Extended)") so users can choose.

Kazakh letters for easy copy-paste:

Lowercase: ә ғ қ ң ө ұ ү һ і ё Uppercase: Ә Ғ Қ Ң Ө Ұ Ү Һ І Ё

Use case

I type in Kazakh daily. Many common words require multiple special letters (e.g. "әңгіме", "қағаз", "өмір"). Accessing them through popups makes typing slow and frustrating. Having these letters on the main keyboard (like on Windows/macOS Kazakh layouts) would greatly improve typing speed.

Describe alternatives you've considered (if any)

I built a custom APK with this change and it works well. But it would be great to have this in the official release for all Kazakh users.

This is a number row, not an arbitrary text row. ON your private build you can use it for hacky workarounds, but I'm not going to add such things to the app.

If the keys are necessary, either add them in kk.txt to the popup keys when appropriate, or create a Kazakh layout.
