separate scaling for two topmost key rows and the toolbar

Basically it is way easier to hit a small key on the top of virtual keyboard for me than on the bottom, so by being able to scale two topmost rows and toolbar/suggestion bar height separately I could get away with much more compact keyboard
I doubt my hands are one of a kind so many users with similar hands will benefit
Describe the solution you'd like
Basically the part of the menu dealing with key board scaling should contain separate control for toolbar height scaling factor, top row height scaling factor and second-after-top row height scaling factor scaling factor that goes from 50% to 0 and then to -50%
0 - follow overall height less - reduce height additionally by % more - increase
Use case make an even more compact keyboard while retaining full usability (with flexibility to retain normal behavior for people who don't like this feature)
Hm, a separate scale for the bottom row should achieve nearly the same thing and would be easier, and would help people for #1199 (though here only space bar height adjustment is wanted)
I guess it is vaguely "almost same" so I am fine with it being "bottom scale tweaker" (both approaches technically allow scaling button row separately) but I'd like the toolbar/tip space to be handled separately as well. It gets way too much estate and I could easily hit it even if it was way way smaller
