Add hcesar layout - portuguese language

Add hcesar layout for Portuguese language (Portugal/Brazil).

The order in donottranslate.xml seems wrong, you mix up some labels here.

Why would you add a subtype with a fake locale? This is a layout, users can choose it already.

Im trying add this layout for pt-pt language only. Because for pt-br, i wanna open a new pr to add br-nativo.

for pt-pt: hcesar for pt-br: br-nativo

I wasn't sure which files to change for this layout. It compiled, but isn't showing on the list. I've read layouts.md
