VEXT Power not turning off

Ive connected a few sensors to the VEXT pin of a wifi kit 32 V2 and running digitalWrite(21, HIGH) does not fully turn VEXT power off, the voltage drops to around 1.9V and the sensors and display connected to VEXT keep running.

I've found on all of my WiFi Kit 32 V2 boards that the pin 21 Vext control doesn't work

I have the same problem. Lora 32 V2.1. VEXT does not work. Voltage drops from 3.3V to 2.8V only.
