Error downloading Dev boards in Arduino 1.8.12

When I open "Boards Manager" in Aduino IDE to update or install new hardware, I now get this message: "Error downloading https://docs.heltec.cn/download/package_heltec_esp32_index.json" I have deleted and reinstalled "Heltec ESP32 Series Dev boards" but am getting the same error again Heltac_ESP32_BoardsManager_Error
