[Battlegrounds] Added a way to show available minions

Now that there are the same number of minions in the game that are banned as there are available, it makes sense for users to be able to choose which type of minions to show on the overlay.

I don't think I have the tools to build and test these changes unfortunately so maintainers may need to edit

It's funny you say that, I was just writing one to do that https://github.com/VeXHarbinger/HDTBattlegroundsTribeTiers lol I guess I can stop. Excited to see it. Updated: Nope my mistake. We are doing separate things, Mine will let you see a scroller for a race show all it's minions by tier.

@quinnabrvau Hey there, sorry for the late response. I just saw this PR again as pushed a very similar thing to master - unfortunately I had forgotten about it. Scanning the code it's not that dissimilar, although we've chosen to do the out-of-game state a little differently. Either way, thanks for your contribution!
