Allow resizing/moving of ALL overlay elements

Currently not all overlay elements are resizable or moveable when unlocking the overlay. The Experience Bar, the Flavour Text Box, and the Collection Updated Notification aren't movable.

The Collection Updated Notification covers up the Game Menu button while it's visible.
