Missing Linux binaries

Despite advertised on the website, HashLink binaries are missing for Linux for recent versions (last available version with Linux binaries is 1.6).

To help with that, a CI workflow can be set up that will build and package releases automatically for every tag created.

It looks like there's Azure Pipelines set up and it produces binaries here, but those aren't published to GitHub.

E: The Windows ones seem to be breaking on https://github.com/kcat/openal-soft/issues/513

@ncannasse Would it be possible to have the linux/mac binaries added to the github releases now that they are generated by github actions? Seems a shame not to make use of these.
