Got the same problem bro... I tried every way I could... Seems like there's no solution. Even reinstalling everything doesn't work

Bro i got a solution for u, When u start kali by using " ./install-nethunter-termux" Then type y to give the permission on " Existing rootfs directory found. Delete and create a new one? [y/N] " N let it reload kali arm64 all the way n it will be fixed.
