Override bitrate calculation for global_quality

Hi there!

As this is the most comprehensive QSV/VAAPI plugin on tdarr, I am seeing a missed opportunity here in using global_quality properly.

I mean I can set global_quality to whatever I want, but the transcode will still go by the logic of half the bitrate of h264. A bad way around this is to set a max avg bitrate...but that is silly, as then again the transcode will not care about the glocal_quality

Would love this in order to adjust insanely large livestreams (10-20GB)
