Proposal: Split Hound into Bindings & Helper Framework

Hey @HashNuke,

I have a team of 3 devs working on Elixir webdriver bindings that are W3C compliant. We were recently made aware of Hound and it appears like our efforts may be better spent helping out with your project.

Our goal is to get a feature complete elixir binding accepted by the Selenium foundation so we can increase visibility of Elixir for Selenium testing. Would you have any interest in separating Hound into smaller components such that the bindings can be maintained and adopted in isolation?

@HashNuke - I will be in touch via more personal means. I am at SeleniumConf right now and the topic of Elixir bindings came up, there is certainly appetite to pursue an official set.
