Add optional settings cog to window titles

Adjusting settings for a window or widget can be a pain in the arse to find; add an optional icon in the title bar of a window to be able to easily navigate to those settings.

Default off to avoid annoying existing toolboxers, but think about how we could have it defaulted to on for first time installers
