Updaes based on hidden refactoring

Fixed issues:

• Double play of cutscenes now fixed, trying to make it send packet as close to the officials as possible
• Removed CONTENT_FINISH_PLOT from Quest finish(), seems like the client will handle it with AddContentProgress
• Hardcoded to give quest item 100171 for Kaeya's story quest
