NWHL has become PHF

Moved NWHL directory to PHF. Provided updated URLs for PHF website, which appears to be very similar to the old NWHL.zone. Started a PHF test; it fails miserably because I'm not a Python programmer.

Note: I don't truly expect you to merge any of this right away. But I'm creating a PR here to start a conversation about how this might move forward.

If you or anyone else is willing to re-integrate PHF data into the scraper I'll be more than happy to merge it in.

I wish I had more to say but I don't have the time (nor desire) in the foreseeable future to spend any time on this.

I'll keep the PR open for visibility and for any additional commits you may want to make.
