Priority fee as max dynamic priority fee not working properly

The --priority-fee argument only works as max dynamic priority fee if it is after the dynamic fee url and/or strategy arguments.

Expected behavior: --priority-fee works as max dynamic priority fee always, regardless of the order of arguments.
