Will we get a env var to renable REBAR for 8GB and below cards?

Since 2.13 I see that Rebar is disabled for 8GB and less cards. Previously there was a env var to disable rebar - VKD3D_CONFIG=no_upload_hvv, will there be one to override and enable it?
