Describe the bug

ToolBar's overflow button not display after restoring the window size.

Steps to reproduce the bug

1. Create a test ToolBarTray/ToolBar
2. Resize the window so that the overflow button is displayed
3. Maximize the window using the Maximize button
4. Restore window size
5. See issue

Changing the window size can make it normal.
