[Feature request] Rating control - different states for all vs personal rating

Is your feature request related to a problem? Please describe. A rating control is often showing the overall ratings of all users and then let the single user rate for himself. Currently it's not possible to show a rating value for all users differently than the single user rate. There must be a clear state that the user hasn't rated it yet, he must also see the overall rating of all users all the time (unless his rating is bigger than the overall rating). And if he has rated he must see his own rating.

Describe the solution you'd like Adding a new bindable property that fills the rating control with 50% transparency. That means that in a situation where the overall rating is 4 of 5:

1. He sees 4 stars filled with 50% transparency out of 5.
2. The behavior when mouse hovering and clicking / rating remains the same, stars get fully filled
3. He clicks/rates 3 stars of 5. He sees 3 stars fully filled and 1 stars filled with 50% transparency and one star not filled
4. He clicks/rates 5 stars of 5. He sees 5 stars fully filled.
